For university, a respectable computer with an Intel Core i3 or AMD Ryzen 3 CPU, 8GB RAM, and a 512GB SSD should suffice.

However, if your course necessitates specific software and hardware, such as video editing, 3D rendering, or particle simulations, you need upgrade your gear. Naturally, your budget will play a role, but a strong CPU and GPU will enable you to operate with more intensive apps.
